IRCC & ECM Overview
Immigration, Refugees, and Citizenship Canada (IRCC) plays a crucial role in managing Canada's immigration system, offering protection to refugees, and supporting newcomers in settling in Canada. The department's Enterprise Change Management (ECM) team was established as a strategic function to provide guidance, oversight, and coaching for effectively integrating Change Management (CM) and Change Leadership (CL) practices across the organization. This became particularly important during the pandemic, which accelerated the need for structured change management. ECM functions both as an internal team and as a network of practitioners embedded across IRCC. The team is focused on fostering a high-performing, adaptable organizational culture, ensuring sustainable change across various departmental efforts.
In their role as an organizational management function with responsibilities to oversee and guide change at IRCC, how might the Enterprise Change function best support internal client needs in the planning, design/development, implementation, and sustainment/lesson learned phases of initiatives?

The primary challenge was determining how ECM could best support internal client needs across all phases of change initiatives—planning, design, implementation, and sustainment. This required a thorough understanding of the diverse needs and expectations of stakeholders within IRCC.

The assessment identified gaps between ECM’s strategic focus and the operational support required by clients. This disconnect highlighted the need for better alignment of ECM services with client expectations and improving overall engagement and effectiveness in managing change.

There is significant potential for ECM to evolve into a more client-centered function by gaining deeper insights into client needs and developing tailored solutions that address both immediate and long-term objectives. Additionally, there is an opportunity for ECM to strengthen its position as a strategic partner within IRCC, fostering a culture of change excellence through more effective communication and service delivery.

Immediate steps include continuing to explore client needs, standardizing data collection, and refining communication strategies across the organization. These actions are essential for establishing a clear and distinct value proposition for ECM.

To further align ECM with IRCC's evolving needs, recommendations include rethinking the service delivery model, introducing performance metrics tied to organizational goals, and re-imagining the Change Coalition as a more collaborative network.
Future Vision
The future vision for ECM involves exploring new service models, refining frameworks to better support change management, and defining what an effective change management ecosystem should look like across IRCC.
